Support for the Kelo decision is support for no government limits on the Takings Clause, he has not acknowledged the very real problem of eminent domain abuse, and hasn't defined in any case where he would put limits on it, nor voiced support for the dozens of state statutes that have tried to reign in eminent domain abuse (we need equivalent legislation at the federal level).
Kelo = Takings for "any reason", so yes he does support taking property for any reason.
