The federal government will announce a new plan requiring anyone buying a drone to register the device with the U.S. Department of Transportation, NBC news has learned.
The government has been concerned about the rise in close calls between unmanned drones and aircraft flying into and out of some of the nation's biggest airports. The plan is expected to be announced Monday.
In July, there was a dangerously close encounter between a drone and a passenger jet with 159 people aboard setting up to land at New York's John F. Kennedy International Airport.

No, I live in California. You might check the vehicle code here before you make an ass of yourself.
Not saying the government doesn’t take advantage of the average citizens legal ignorance, but you will NOT find reference to an individual being required to be licensed or a non commercial vehicle needing to be registered. DRIVERS need licenses and vehicles using the road for commercial purposes need registration.

people are arrested on a regular basis for being unlicensed drivers

I have a friend in CA who’s been driving a private conveyance tagged vehicle for quite some time. He is not in jail. I, on the other hand, use mine for work quite frequently, so you can leave off with the “oh yea, then why don’t you do it!”

I think drones can be used for good. But like most things they will be abused.

You are going off the rails. But that’s okay as I recognize the failure from having done it myself on occasion. I can’t count the number of collisions I’ve investigated where the parties involved had a valid drivers license. A license is not a shield.

Define a ‘drone.’
Is it a model airplane? I’ve got a couple that are almost 3 feet long.
Is it a model helicopter? I’ve got an Elite that’s about 2 feet long.
How big does it have to be? I’ve got a couple that will fit within the palm of your hand.
How many rotors does it have to have to be a drone? 2, 4, 6, or 8. I’ve got them all.
So what’s the definition of a drone?

I didn’t say anything other than a valid license is not a protective shield against collisions as I believe you implied in your statement. Having a license or not does not correlate to safety or a lessening of the likelihood of a collision.
Licensing is controlled by the state. Why? Since we are liable for our actions and it behooves us to be insured against loss, why couldn’t a license of competency to operate be issued at the same time as our insurance policy by the insuring agency? The state requires us to have insurance. Let the insurers issue the Certificate of Coverage and Competency. Eliminate the state altogether. Of course this won’t lesson the number of collisions but it will eliminate the state from being involved. Why is the suggestion the state is the best controlling entity for all activity?
The whole point of this mental exercise relates to the previous comments on this thread relative to licensing of drones. Companies who wish to use them for commercial purposes need only to obtain certificates of insurance and competency to operate from authorized insurers. Why would government need to be involved other than requiring those conditions alone? As to the backyard enthusiast simply limit sales to non-commercial parties aerial toys similar to the RC planes capabilities already on the market. There is no need to license those with the FAA or FCC.
Were the hijackers of the planes on 9/11 licensed to fly? Did they? Would safety concerns have been addressed if they had been?
