It does make for an interesting question... if the fix makes you gain ten percent in emissions but lose fifteen percent in fuel economy, you're actually emitting MORE pollutants per mile, and more pollutants over the life of the car.
Yes, the concentration of NOx in the exhaust is less... but you're making more exhaust.
