Exactly. While skin color may play a small role in identification, it is the bearing, attitude, and dress of a person that plays the larger role in identifying potential threats.

A similar thing happened to my neighbor and I years ago while trimming the numerous palm trees on our adjoining properties. We rented a boom lift, had the chain saws out and were dressed in our “redneck grubbies” getting it done.
An attractive, +/-35 yr old lady stopped her car and asked how much we charged for tree work. My neighbor didn’t miss a beat and said, “Well, the lady that lives here lets me sleep with her in exchange”.
The look on her face was priceless just before Frank told her we were the homeowners.
We still laugh about it.

Some Mexican landscapers came by in their truck and taking pity on me offered me a sandwich.
I took it.

Williams is saying that the black community and more specifically, black youth are responsible for the perceptions that others, black and white have of them.
That is as non pc as it gets.
