I suspect Jeb does realize he lacks popularity; I also suspect his family and donors are pushing him hard to do this. Remember his mother saying he shouldn’t run? Remember him saying he has better things to do? I suspect this was his way of telling the family he wasn’t up for this. I agree he has no voter support, but I think he realizes that and that’s what frustrates him.
