You ask a fair question so I’ll give you a fair answer.
Yes. Some do.
Many weak men get a buzz off of rape or other coercive sexual acts, or for that matter other kinds of displays of domination over those who are weaker than themselves. The victims may be men, women or children. The key is dominance and getting whatever the aggressor desires, despite any social taboo or personal revulsion on the part of the victim.
Bad bosses are cut out of the same cloth. Not all such offenders are male either, although female offenders relatively scarce.
Yours is a criminology question IMO, although it is often treated as a sociological or political one.
As for why other men allow it, there are a lot of false accusations out there, in addition to a lot of actual offenses. And, many adult males nowdays are less than men, really. If an offender raped someone dear to me, he should run to the police, plead guilty, and take shelter in a prison. That will be a relative sanctuary. Many other men (and women) feel the same, and I have no respect for any who feel otherwise, although it is their right to be stupid and to be wrong and weak.
Pigs, everyone get a pig or two. Walk them through the town in the parks every place.

Dropping a few hundred invaders into large cities like Frankfurt won’t do a lot politically but the same number can totally change small towns. Once the countryside has been cleansed of infidels, it’s open season on the cities.
