Each agency has certain emergency preparedness programs for various programs. I doubt the EPA needs the guns to enforce EPA regulations, more like for a SHTF plan where they get vacuumed up into a big ball of armed Feds.

But as such, they’ll still shoot you if they think they can get away with it.

The government logic is clear. The Environment needs to be protected from people with bullets, except when it is the EPA that does the pollution, like in the mining river “accident.” Then again, maybe someone should hand a firearm with a single bullet to some of those in the EPA chain of command and ask them to do the honorable thing.
