It is mentioned, but the lead article/source does somewhat misrepresent the point. One police department does report good community relations by literally operating an ice cream truck. They’re not out to convert hardened thugs, but are trying to soften their reputation among kids in the neighborhood.
I do think the real point is that the top government agency overseeing police is spending meaningful time talking about portraying a soft friendly image, when seems they’re undercutting hardcore police work elsewhere and completely ignoring the statistical realities of murders in this country.
NO ONE can be this buck-stupid.

Be suspicious of this headline since it seems to be based only on the claim of a radio show host. The only reference I can find that deals with ice cream is on page 17 of the PDF link in post #4. That reference only notes that one dept uses an ice cream truck to improve relations with kids in high crime areas, it is not a recommendation to give ice cream to drug dealers.
I have noticed that it is not uncommon for people to write inflammatory headlines which are not supported by the facts in the article.
In my old Jersey ‘hood, the cops discovered the ice cream trucks were really drug delivery trucks too. Convenience for the drug gangs and all...
