Who is making and how these “designer drugs”? It must be pretty easy for the part time chemist. There must be a base element that makes the manufacturing simple.

Why assume they are made by some part time chemist? During the Vietnam war the Chinese deliberately introduced opium and heroin into South Vietnam as a form of chemical warfare against the American Army. I wouldn't put it past Russia, China (again), or ISIS to introduce cheap synthetic pot into the US as a means of destroying us.
