White phosphorus is used mainly to generate smoke. If some of it gets on a jihadi, it’s just too bad.

Your response is closest to the concensus I can find on the internet. I guess it is perfectly legal to use as a smoke generating agent. And, as you said, if a jihadi gets in the way, too bad.
Of course it will be a short period of time before we find all victims of the WP are widows and orphans and puppies and kittens.
