IOW, he was lying to congress. But then this still doesn't explain why Cruz continually equated amnesty only with a pathway to citizenship, and refused to talk deportation for all this time.

Now that I think about it a little further— it also doesn’t explain the interviews Cruz made with the media, explicitly declaring that he was opposed to deportation and favored the granting of legal status.

The idea that none of this “expressed his policy beliefs” is absurd on its face.
