No, the Feds give grants directly to “charities” that agree to take in the “refugees.”
The whole “nonprofit” schtick has become a shadow government, operating below the radar of taxpayers and without the approval or oversight of Congress or state legislatures.
So there are programs outside of the Office of Refugee Resettlement! No surprise there.
