I know this headline appeared in a British newspaper, "Far-right demonstrators storm vigil being held for Paris victims chanting 'Out the Muslims'

but could somebody please explain what language the headline was written in? It does not sound like a sentence or even a fragment of a sentence written by somebody who is comfortable with the English language.
