State Governors can stop it. Doing it now in Michigan and Alabama.
Jindal apparently does not have the cojones to stop the feds.
Unless these people are situated on federal lands like a prison, they are in a State, and states have authority.
They just need to use that authority.

If they ARE on federal lands, the govs can STILL do something about it - surround the place with police, and arrest individuals leaving, or pull over buses that are leaving and detain all passengers (yes, SPECIFICALLY including federal employees). Use whatever pretext necessary. No bail - make the feds go to court, have massive publicity.
NO ONE will condemn these governors if there is even an attempt at a Paris-style event - quite the opposite. Even if no event occurs, they will reap political benefits on top of actually protecting their citizens (and the rest of us).
