If anything it seems like you’d announce the place that you don’t intend to hit, as a distraction, sort of a reverse Bre’r Rabbit tactic.
The safest target in that community would be Sidwell Friends school. With children and grandchildren of many elected and high government officials, any attacker would realize a galvanized (finally) resolve would ensue which would be the mother of all battles, should those “important” people personally suffer. But since it’s going to be somebody else’s family member sacrificed, then they’ll hold back and happily pay the price.
