It's because Steve King, conservative as he may be, is still a Washington insider, just like Ted Cruz, as conservative as he may be, also is.

Cruz may work in Washington, but he's about as far from an "insider" as you can get. I'd argue that Trump, with all of his buying of Washington politicians over the years, is much more of an "insider" than Cruz...

He's a sitting Senator, so yes, he's a Washington insider.

That's not the same thing as saying he's GOP-E. It IS saying that one guy who is in DC (King) will know and support another guy who he works with (Cruz) over a couple of guys who aren't.
