I am saying he will have to go around congress to even enforce current laws, because they will fight him unless we have a Paris here after he is elected maybe even then.
I won't speculate on anything if we have a Paris here before the election.
Does he need congressional approval or support to enforce existing laws? The only way I can think of that they could hinder him in that is via the budget.
