It is, indeed. However, it reflects the very essence of the Turkish populace and their Islamist president. Turkey is ISIS primary trading partner and supplier of ISIS’ financial means. Erdogan also has his air force bombing the Kurds who are attacking ISIS.
IMHO Erdogan wants ISIS to set up a “caliphate” so Erdogan and his Turkish Islamists can, in the end, run it with Erdogan realizing his dream of becoming Caliph.
