Section 3: A,B,C, and D will all reduce legal immigration. The most important is 3D.

3D. End birthright citizenship.

How does that affect legal immigration? Birthright citizenship applies to the children of illegal aliens who acquire citizenship at birth. They are not immigrants. And they are not counted in our annual immigration numbers.

3A. Suspend the issuance of all H-1B visas for 180 days to complete a comprehensive investigation and audit of pervasive allegations of abuse of the program.

We take in 65,000 annually on an H-1B visa, which is a temporary work visa for three years and renewable for three years more. They are not included in the 1.1 MILLION LEGAL PERMANENT IMMIGRANTS we take in every year. They are issued green cards and a path to citizenship.

3B. Halt any increases in immigration so long as American unemployment remains unacceptably high. Until American workers are near full employment it makes no sense to saturate the low skilled labor market and drive down wages.

Halting any increases is not decreasing the numbers who come in annually, i.e., 1.1 million LEGAL PERMANENT IMMIGRANTS EVERY YEAR.

3C. Enforce the public-charge doctrine. I love this! If you come to this country it is incumbent upon you and no one else to take care of yourself! Let's restore the "American Dream" not the "Great society."

This will not decrease legal permanent immigration. Yes, we can kick people out if they don't meet the public charge requirements, which are time limited. However, there are plenty of immigrants waiting overseas to take their places. This will not reduce the 1.1 MILLION LEGAL PERMANENT IMMIGRANTS who enter every year.

Compare this to Trump's plan:

Immigration moderation. Before any new green cards are issued to foreign workers abroad, there will be a pause where employers will have to hire from the domestic pool of unemployed immigrant and native workers. This will help reverse women’s plummeting workplace participation rate, grow wages, and allow record immigration levels to subside to more moderate historical averages.

The moderate historical average of legal permanent immigration into the US during the period 1925 to 1965 was 195,000 a year.
