they only lightly applied the tape to not damage it, obviously who ever applied the tape wanted to avoid damage.
Dead give away this is a hoax, if they really hated the black image....why not a knife? Why not superglue the tape on?
If only they took crime as seriously as these things. Perhaps they’d have safer neighbourhoods and a far better environment in raising kids.
