Collateral damage, maybe? If so, the Ruskies don’t really care. So-called “collateral damage” was as much a part of WWII strategy of the Russians as it was of the English Bomber Command. Getting ‘non-combatants’ to turn seriously against the military forces in their area, is one way to quicken the war. It’s probably a good thing on the whole.
