Is Orleans Parish, New Orleans? I know that sounds obvious but I am not sure and of course they have no results yet. Are they waiting to see if they need more votes for the win?

New Orleans is a place for Democrats to make up margins.

New Orleans comprises all of Orleans Parish. The law in LA says that a city cannot expand beyond Parish limits.

Orleans Parish is New Orleans and they are usually the last Parish to send in their vote count. Just like most other states that have a heavily Democratic city that sit on the votes waiting to see how to manipulate the votes in their favor.
