What do you find ambiguous about fully enforcing deportation laws?

I and others can infer it differently.

Okay fine. Here's the quote...

" Deportations and returns have to be taken seriously. Ted Cruz has promised to rededicate the Department of Homeland Security (DHS) to "fully enforcing the law."

I'll tell you what it does not say, "If you are in this country illegally, you will be deported". No one can accuse Cruz of deporting woman and children based in that statement. Hence, weasel words.
