Of course there was some planning, but if a half-dozen real soldiers had planned and executed this operation the death toll would have been in the thousands. All of the civilians were unarmed.

Doesn’t seem to me that its would be that hard to smuggle a heavy mortar and enough rounds to do some real damage to an open air stadium into a country.

With modern satellite photos so common, it would not be that difficult to put a lot of shells into a stadium in less than two minutes from a couple of miles away. A spotter inside with a cell phone is all one really needs to get very accurate.
