It was certainly not the first airspace violation. In already October 6th Turkey condemned repeated airspace violations by Russia and asked the Russian envoy to explain why they keep doing it.
Putin is simply feeling around for the edges of the envelope. He is not going to confine himself to the Middle East, if and when things get going.
