Newspapers have pr-written stories cleared by those in the story for many reasons. The most common is the obituary which has been cleared with the subject in advance of the event.
Election day they have 4 pre-written stories: One explains why the R won by a big margin. Second why the D won by a big margin. Third why the R squeaked through. Fourth why the D won by a small margin.
I suspect the same is true with governor and presidential releases. If there is a gun even, run this pre-approved story. If a airplane crash, run this other story. etc.
