"At this point it is beginning to appear that this guy was part of some kind of inserted cell and either jumped the gun (sorry for the pun) or decided on his own that he had found his target then quickly deployed the others into some type of predetermined action.

The only thing that makes sense is that it was a terrorist cell that launched because the head guy suddenly got personal about some grievance and launched it, perhaps prematurely, which would explain the odd targeting, and his possible connection with the place.
