The likely targets are as I stated plus city subway systems. These calculations are a very different story.

Visualize the effect of a couple of liters of LSD (or a neurotoxin) pumped backwards from a house into the water main which serves a residential neighborhood, inserting the pump so it bypasses any backflow preventer valve.
