Not sure of the bill, or of Ted Cruz’s motives, but at least this Trump supporter is very much in favor of this.

Why would you question his motives? This is quite inline with what Cruz has been saying (and doing) all along...
First, it requires companies that use H-1B workers to pay such visa holders 'either what an American worker who did identical or similar work made two years prior to the recruiting effort, or $110,000,' whichever is higher. What that does is it takes the incentive to pay foreigners less than Americans away from corporations, thereby ending the ability for the program to be abused in that regard.
The above quote from the OP is exactly what Cruz has been saying all the way along... Which is why I have never understood the vehement objections lofted by some here... This is exactly in the sweet-spot.
Second, the bill requires that within 730 days/two years ..of "an employee strike, an employer lockout, layoffs, furloughs, or other types of involuntary employee terminations other than for cause dismissals," a company cannot bring aboard any H1B labor. That means it wouldn't be able to replace Americans with foreigners.
The above quote is new to me, but I like it. And I sure would challenge the idea that either of these features are pro-union, another battle cry around here. Both of these are sensible ideas.
