Several years ago, I would hear about these purchases now and again. Nothing ever came of those. I hope the same is true today, but with BO in charge, that is a big IF.
In the wake of Paris and San Bernadino, these things are probably relatd but designed to increase fears by the nature of the purchases rather than by actually blowing stuff up. Its like the disruptions on airplanes.

I remember a few years ago a Middle Eastern man was questioned by authorities after making the rounds of Wal Marts in the Dakotas purchasing scores of disposable cell phones. His purchases were not illegal, but were suspected of being shipped to Iraq as IED triggers.
