Rubio is very conservative outside of one of two key issues. And that will put him out of the running this cycle.

One key issue negates all the other issues. Rubio intends to initiate the Total Democrat State and erase the Constitution entirely. Amnesty will do that. Not only will it create millions of new Democrat voters but it will suck in many millions more who expect to become citizens of the USA. It will happen very fast and continue until the USA has declined to a level poorer than the countries whence the immigrants originate.
