I think the "sealed" part references the Registration with the US Consulate for a Consulate Report of Birth Abroad.
Those types of records are "sealed" for everyone by law. A third party cannot just request those records - they would have to get written permission from the person to whom the records refer. So if your intent is to imply that Cruz is going around having the court lock up his records, you are factually incorrect.
Such a document might not even exist. It isn’t mandatory to complete one. If one exists, I imagine it’s a private document and not subject to an ordinary FOIA request. If such a document exists, folks will have to ask Sen. Cruz directly to see it. I recommend saying “please.”
Sen. Cruz has a copy of his mother’s birth certificate proving her American birth. He states categorically that she never took Canadian citizenship. How do you prove a negative?
