Cruz had dual citizenship but gave up the Canadian before running.
I think you missed what the poster meant. He said Cruz posted his Canadian Birth Certificate which you linked to and his renunciation of Canadian citizenship in 2014.
He/she was referring to other documentation that Cruz would have confirming that he was an American citizen at birth. There has been discussion above about the several forms this documentation could have taken (Consular forms mostly) but there would have had to be an application, approval by the consulate or another US Agency, and the resulting documentation since a child with only a Canadian birth certificate would not be able to get a US passport, ss card etc.
