No, this is a enumerated list of voters. Canadians don’t have to register to vote. Just show up , identify themselves, mark the ballot , drop it in the box and get on with living.
Just to be precise, Canadians are registered to vote. Other than for a recent change of address, say, there's no additional work that I as a voter need to do to be eligible to vote. No need for voter registration drives up here.
