Why? Because of those imposing blue uniforms? Or was it the hat? Perhaps the shiny black shoes? Or maybe it was the scowl on his face?

No. It was because cops carry guns and shoot to kill.

I'm not saying dad would have prevailed but his odds of saving his daughter would have been a lot higher if he was carrying. Run out of sight when dismissed and then come back after deploying your firearm. Then start shooting.

Even if he was carrying what you described would have been an excellent strategy. Do what they say, leave and come back firing. That way he could kill all of them.
