If you are a citizen then you are either 1. a citizen without resort to a statute, or 2. a person whose citizenship depends on an act of Congress.
There is no third category.

Let me simplify it even more. If a person had to do absolutely nothing to become a citizen, then they are natural born. If you had to appear before a judge and raise your right hand to become a citizen, then you are not a natural born citizen.
