Vattel IS in the constitution, Can't you read?

My guess is that Oceander can read a whole lot better than you.

So, you insist that Vattel is IN the Constitution. Great.

Article I, Section 8:
“To define and punish Piracies and Felonies committed on the high seas, and Offenses against the Law of Nations.”

Vattel wrote The Law of Nations and published it first in 1758.

Vattel IS “in the constitution.”
