Personal loans taken out and then loaned to a campaign ABSOLUTELY do have to be filed with the FEC.
Cruz and Heidi took out personal loans and then loaned that money to his campaign. The campaign then paid at least part of that back to the bank.
The reason for it being necessary to report it to the FEC is that, hypothetically, a candidate could take out a loan, lend that money to his campaign, and, if not reported, the loan amount could be forgiven by the bank or paid off by someone else in return for political favors.
I am NOT saying Cruz is guilty of that but that is the reason for the FEC requiring it be filed with them.
