Seems to me has been doing that, save for bringing Obama into it. I have never read or heard either Levin or Cruz ever say "nothing to see here, move along."

Literally said that? No, they have not literally said "nothing to see here, move along". No one does. It's an expression meaning to be evasive on the subject, to dismiss it as absurd, or refuse evidence to the contrary. I think we've all witnessed this from Cruz and Levin at this point.
