Is the OK Chamber of Commerce or any chamber of commerce allowed to write legislation?

Any entity has the right to work with one or more legislators to propose laws that they believe need to be enacted, even the CoC. All they need to do is to get a legislator to propose and sponsor, or "carry" the bill during the session. Typically, the entity will work with one or more legislator to crafts the proposed legislation, then the legislator(s) will introduce the bill to the chamber(s) (house or senate) as appropriate. After that, it is subject to the rules and procedures of the legislature.
