You wouldn't build a Saturn V again for the same reason you wouldn't build a 1960 DeSoto automobile again. Technology has moved far beyond it.
You might enjoy this article.
We have at least two actual Saturn V's in museums, one at the Cape and one at Huntsville, as well as some stocks of parts still in storage. If you wanted to build one again, that's where you would start, not with paper plans.
