Rand’s position makes a great deal of sense actually. When drug use is equal among whites and blacks but incarceration for drug use is highly lopided, then that’s a problem.

How can he say the drug use is equal between blacks and whites? It is illegal. If someone is caught, they get arrested. That is an unknowable figure.
