I thought it looked as though he was opening his coat to show them he was unarmed. If he’s left-handed, why would he pull out a gun with his right hand and then not shoot right away?
He dropped one of his hands after he was shot, he was then shot again from LEO to his rear. His had were clearly up until he was shot. Looking closely you can see him flinch, then grab the wound, then turned and was those again from his left rear.

Perhaps he was, but that’s one thing a person shouldn’t do in that situation. Also a person shouldn’t put themselves in that situation. He had plenty of opportunity to avoid it.
