This isn’t forcing. It’s sending out information. Everyone is free to ignore it. Is someone coming to your door asking you to vote for Cruz or Trump also “forcing?” These are the standard marketing and persuasion tactics of a political campaign. Let’s not feign shock that there is gambling going on in Casablanca.

If any one unknown to me knocks on my door first of all they’ve driven down a long driveway back in the woods that has a No Trespassing sign on it.

Southern people who live in the woods do it for a reason. They don’t like pop-ins from strangers.

Anyone who sends someone a notice which at the top declares in bold RED, stating “Voting Violation” isn’t sending out information. In the first place, not voting is not in THIS country and never has been any kind of VIOLATION anywhere. If someone knocked on my door and said you have a “Voting Violation” and urged me to vote for someone, I would certainly consider the “forcing.” There is nothing standard about this which is why so many have declared their upset with this immoral if not illegal tactic.
