The way I was taught in school...back in the days when they actually taught this stuff...is that, to be an NBC, you had to be born on US soil (or US entity), of two US citizen parents.

Rubio, I understand, was born on US soil but his parents were not US citizens at the time. Seems like that would be a disqualification too yet, not much is being said about it.

If they were green card holders awaiting citizen ship and born in the U.S or in U.S territory or flagged entities, then yest of course their child is a NBC.

One of the theories I’ve been reading is the two bites at the apple theory. Cruz had two bites at the apple, with the first bite being Canada citizen, therefor he is not NBC.
