If you are an illegal alien in Japan, you can call on the cops for NOTHING. If you do, they MIGHT investigate your need, but SURELY you would be deported.
You must show a Foreigner’s Identity card to rent an apt, rent a video or music disc, register a bicycle, etc. etc.
Had a friend sail around Australia. Had to post a bond at the arrival port and cashed it out at the exit port.
And...there’s nothing wrong with that...at all.
