We want immigration reform to pass, but only if it actually fixes the broken system, rather than allowing the problems to grow and fester.

that meant
1. The bill is flawed and they are voting against it.
2. They want immigration reform to pass, but only if it fixes the problems... JUST NOT WITH THIS FLAWED BILL.

Does it say it or not.
With or without their provisos, it remains immigration reform, and they want it to pass.
