All Navy ships should be converted to sail by the end of 2016. That’s a goal that’s achievable and which will reduce the carbon footprint. Plenty of deck area for mounting masts on the aircraft carriers. The Air Force should be given 5 years to convert to hydrocarbon free flight, and the Army should immediately begin the program of transitioning from firearms to bows and arrows.

Think I can get a job with the SecDef?

That's very doable! All the AF needs do is to shift over to fleets of dirigibles. But unlike the dirigibles of old, these new, modern "green" dirigibles must not have any engines. So once launched, they'll just float around. Given enough time, they'll eventually get over target.

By the way, if you get the SecDef appointment, I'll settle for Secretary of the Air Force.
