Europe is of course dumb, but the population could not stomach the policy of sinking the boats and letting them drown. This would stop the boats quite soon, but that decision will never happen.
The next best thing I believe is coming to some agreement with Turkey to put them into camps and taking all the boats captured from the sea. It would be a service Turkey provides and then of course they need to be paid for it.
