Yup. Aside from the wage advantage, there will likely be more savings in lax environmental requirements and workplace safety. I also understand the bribe amount for a third world politician is but a fraction of those paid in the US.

I would doubt the overall savings by moving to Mexico shaves 4 cents on the dollar. But American executives would sell their children for less of a margin that that.
